Description

Using the faucet middleware, integrate different methods to restrict faucet abuse.

Acceptance Criteria

1. Limit the number of faucet requests per IP in a given timeframe
2. Block an IP range from using the faucet if the number of requests in a given timeframe exceeds the threshold
3. Require card verification for a faucet request if the account is flagged as suspicious
