It seems to me that the main goal of Devuan is to make it possible to install a version of Debian without any systemd packages (not even libsystemd0, which doesn't really do anything much if the rest of systemd isn't installed, but that's neither here nor there).

Whether Devuan will do anything else, such as working towards support for use cases (like a separate read-only /usr via NFS) that the real Debian doesn't support in the first place remains to be seen. AFAIK there have been no official announcements either confirming or denying this.
