Two points:

We will have to wait and see whether the Devuan project will ever release anything that involves actual work (a rebranded Debian jessie probably doesn't yet count).
There is nothing that would prevent anyone from developing a systemd alternative — or for that matter non-mainstream alternatives to individual systemd components — based on stock Debian.
