miss-islington and vstinner bpo-38304: PyConfig_InitPythonConfig() cannot fail anymore (GH-16509) 
PyConfig_InitPythonConfig() and PyConfig_InitIsolatedConfig() no
longer return PyStatus: they cannot fail anymore.
