@brettcannon Travis backport CI is broken; I got the same failure starting yesterday. I cc'ed you a post to core-workflow about this. I posted yesterday to pydev but got no immediately useful response. I have no idea who is directly responsible for keeping the workflow system running or why the failure mode is different for 3.8 and 3.7.

@terryjreedy unfortunately for Travis I'm not sure if anyone is. We could stop making Travis required if no one is able to figure out a fix.

Travis with master is not a problem. So if that passes, a backport failure, when Travis is working right, while possible, is unlikely. I have a vague memory that Zach Ware has worked on the Travis .yml, although it is not clear is that is the problem.
