Move constant for the frozen __hello__ module into the frozen_hello.h file. Write a script, Tools/freeze/regen_frozen.py, that regenerates the frozen_hello.h file using PYTHON_FOR_REGEN. Create a new makefile target, regen-frozen, that updates frozen_hello.h.
