Don't merge yet: waiting to hear from Aymeric Augustin about the licensing.

Despite what I said earlier, this uses the text from PEP 8016 verbatim. My thanks to the PSF for their help in covering up my mistake.

Also, anyone have any suggestions on where we should keep the canonical list of core devs? I guess right now https://github.com/python/voters is the most canonical list of active core devs, but it's private; we should have a public list somewhere, and include inactive devs as well (as best we can, anyway). Given that we'll need to do votes occasionally, it might be good to have the canonical form be something machine-readable.

The active /inactive core devs list probably can go in the devguide. See also related issue python/devguide#390

I reviewed other contributions. Indeed they're rather trivial. They may not even be included in what you copied to PEP 8016. It's probably not worth bothering their authors.

So I think this is ready to go!
