At this moment relu_layer op doesn't allow threshold configuration, and legacy RELU op allows that.
We should add configuration option to relu_layer.

This will be a breaking change so needs to be done with a major release.

Currently OperationDetail and OperationField are inner classes within OperationServiceV2. These should be in their own outer classes for ease of serialisation and consistency.

GitHub actions support executing bash script in Windows. But currently, our bash script to setup the environment doesn't work, because the path to conda is not set correctly for Windows (only for Linux): https://github.com/ibis-project/ibis/blob/master/ci/setup_env.sh#L10 (the conda location is defined in GitHub actions with the env variable $CONDA if I'm not wrong).

问题原因：linkis-publish微服务关于netty-3.6.2.Final.jar升级包缺失

问题解决：将升级包上传重启linkis-publish微服务即可。
