Now that we have the numpy.org site, all contents of the vaguely named "About NumPy" appear more prominently elsewhere, except for the information about document conventions, which is now the title and subject.

  • The bullets at the start of "About NumPy" are covered by the cards on the numpy.org home page.
  • The "NumPy community" content appears in the numpy.org Community page.
  • "Document conventions" is a useful category that @mattip has asked for in the past, and it seems to fit where the old "About NumPy" did.

Eliminates the unhelpful "About NumPy" title. All contents
of the original appear more prominently elsewhere,
except for the information about document conventions,
which is now the title and subject.
