When Rubocop encounters '"' + "foo" + '"' it should be autocorrected to '"foo"'

Actual Behavior

When Rubocop 1.1.0 encounters '"' + "foo" + '"' it currently autocorrects to ""foo"" thus leading to a syntax error:
