DOC: ENH: Add flowchart to I/O how-to See #17517 In this commit, I am adding the image of the flowchart that I will add to the documentation to the images folder. (This is my first github contribution. I read NumPy's first time contribution instructions, but please let me know if there is something I need to do differently)
