I added an image of a flowchart to the repository and added it to the I/O how to documentation.

(This is my first github contribution. I believe I read all of NumPy's first time contribution instructions, but please let me know if there is something I need to do differently)

This was resubmitted as a new PR in gh-18603, so closing this PR.
