Summary
GitHub hosted runners on AE will have more powerful configurations, which can include more CPU cores, RAM, disk space, and specialized hardware like GPUs. You can also use a custom image or optionally enable a static Public IP for use with your firewall. GitHub hosted runners on AE will also deliver the same compliance and security standards as AE. These runners are now GA so you are billed on per-minute usage & can configure them in you organization's settings.

Intended Outcome
Current hosted runners cannot be customized, which limits their usage specialized workflows. The new configuration options will make it easier and faster to run more advanced workflows, while still having the benefits of fully managed and auto-scaling hosted runners. The additional security capabilities extend the GHAE security promise to GitHub hosted runners.

How will it work?
Organization admins will configure hosted runners for their AE enterprise and/or organizations. You can then request the appropriate runner in your Actions workflow file, to ensure your job runs on the right hardware & image. More powerful runners will come with higher prices per minute. Additional controls will be available for admins to manage resources and ensure the right organizations and repositories are using the right classes of runners.
