## Description

If either of the banners on the Volume Landing and the Volume Create page are dismissed, the other will be dismissed as well. 

The banner for Linodes located in Atlanta, GA can only be dismissed from that page (this was previously linked to the banner on the landing and create page). The new banner for Linodes located in Newark, NJ will behave similarly to the one in Atlanta. Dismissing the banner in Atlanta does not dismiss the banner in Newark.

## How to test

- Go to `/volumes/` and `/volumes/create` to see the general announcement banner. 
- Go to a Linode located in Atlanta with no attached Volumes to see the Atlanta banner unless you've dismissed it previously.
- Go to a Linode located in Newark with no attached Volumes to see the Newark banner.
