Topic Thumbnail Refactor

Originally contributed pre-1.0.0, the topic thumbnails feature requires updating to be better utilised in themes.
Our image uploading logic is homegrown and shows a fair bit of teeth. As new upload endpoints are required, they were simply added on via copy/paste, instead of doing a refactor to better support the growing number.
As a result, changes to the upload logic are tricky and have a number of side effects.
This is a medium-priority item, but should be completed nonetheless.
