set_mode_X()
HIL functions need to support returning an error if hardware does not support that mode or if the implementation cannot put the hardware in to that mode at that time. See for an example where panic is used instead of returning an error https://github.com/tock/tock/pull/2629/files.

Running on a Clue, I get "All timers in use" error when using PWMOut after a few reloads.
I originally noticed that on the Xiao NRF52 using adafruit_rgbled, and reproduced it on a Feather NRF52.
Couldn't reproduce on other ports.
This code takes 4 reloads to error. Less if more pins are used.
