Update nightly build URL and release staging config #16435

This should fix: #16412 and fix #16414.

This should be backported to the 0.22.X branch as soon as merged to update the /stable website.

It's on your end. From here I got 2.2 MB/s.

It would be weird for this to be slower from within the anaconda offices :)

I work mostly from home :D but it's a 50 mb/s connection otherwise. Since it's the nightly, I don't think it's that important anyway :)
