This is the definition of white noise in the wikipedia.
I would be happy with using just the random generator that comes with the language out of the box.
As an extra mile for this issue, the waveform could be included for its use from
Library for writing patterns to generate or process (a)musical sequences of mathematically (un)related (non-)compound values in Lisp.
