Deprecate the following C functions:

  • PySys_SetArgv()
  • PySys_SetArgvEx()
  • PySys_SetPath()

This change added new warnings to the compile on the buildbots. I thought we had a rule about keeping supported platforms (Tier 1) compiler warning free, but I cannot seem to track down that guideline right now.

Warning fixed by #92428

I also proposed #92399 but the main branch was blocked while Python 3.11 beta1 was prepared.
