Appveyor build failed because it claimed 'non-mergeable PR'. But Azure built on both Win32 and Win64. Close and reopen because no way to trigger just Appveyor.

Whoops, closing caused deletion. Re-added 'needs backport to 3.7' to original PR. New 3.7 backport is PR #10368
