Can someone please explain why this list of schemes changes url construction behavior

[This line](https://github.com/python/cpython/blob/main/Lib/urllib/parse.py#L502) has caused confusion for us trying to roll url construction utilities with custom schemes. Cannot find information about this in the URL RFC referenced in documentation or the documentation itself. What's going on with these schemes and why the special treatment?
