These changes mimic the Windows ARM32 build changes.
There are 3 other Windows ARM64 PRs:

  • libffi changes
  • one header file change
  • test changes

Thanks Paul! These appear totally safe, so I'm happy to merge them. ARM64 isn't considered supported though - let's get the ARM32 buildbot running happily first.
