The Constitutional court of the Republic of Macedonia has a jurisdiction to deal with cases of alleged inter alia age discrimination. This jurisdiction derives directly from the Constitution, which makes the Constitutional court the highest court deciding on cases of human rights violations, including discrimination. In it's jurisdiction, the Constitutional court has dealt with issues of age distinctions, such as the mandatory retirement or the use of age as a criterion in access to different benefits. The paper focuses on the approach of the Constitutional court of the Republic of Macedonia towards the concept of age discrimination. Namely, in its jurisdiction when dealing with such cases the Constitutional Court doesn't apply the test of proportionality. Wrongly, the Court accepts age as being objective criterion in employment or education. In this way, the Constitutional Court even contradicts with Macedonia's international obligations and the case-law of the main international jurisdictions, such as the Court of Justice of the European Union. The paper points out the national legal framework, as well as international standards, on protection from age discrimination.

In the international law there is often a mention of the peaceful arrangements of international disputes. The resolution of international disputes is also part of the most important principles of international law. Given the historical development of international law, we observe that states that have been subjected to the fictitious subjects of international law have often had disputes between them on interrelated issues. For these differences between states to be provided international law different mechanisms are being considered in order to resolve disputes and diplomatic aids and in some cases also judicial means that serve to resolve these disputes. This paper presents the dispute between Macedonia and Greece regarding the issue of the name where the role of the international community has been extremely important by putting its diplomacy at its disposal with the sole aim of reaching a resolution of the parties'.

In 1884 the Russian philosopher and publitsist Vladimir Solov'yev (1853 -1900) wrote an article entitled 'O narodnosti i narodnykh delakh Rossii' ('On the Nationality and the National Affairs in Russia') in the journal Izvestiya Sankt-Peterburgskogo Slavyanskogo Blagotvoritel'nogo Obshchestva which evoked a strong reaction among the latter's Slavophile readers. In particular, his qualification of both the calling of the Varangians and the reforms of Tsar Peter the Great as 'great deeds of true patriotism' and acts of 'renunciation of national exclusivism and isolation' met with profound critique and disapproval (Solov'yev, 1883 -88a, pp. 31 -38). 1 In reaction to Solov'yev's sharp critique of nationalism and his call for a third act of national renunciation (for the spiritual regeneration of Russia), the editor of the Slavophile journal Rus', Ivan Aksakov, wondered how Russia could, on the one hand, fulfil its religious mission -in common with the Slavophiles, Solov'yev believed that Russia had such a mission -while, on the other hand, renouncing itself as it was supposed to do . Aksakov considered that there was an irreconcilable contradiction between Solov'yev's call for renunciation and his sharp criticism of Russian nationalism on the one hand and his faith in Russia as a chosen nation on the other, while Solov'yev, as we shall see, regarded these as aspects of the same idea. In this article I argue that the reasoning behind Solov'yev's publitsistika, or social criticism, 2 the most significant specimens of which deal with nationalism and the question of church union, lies in the idea of 'Christian politics' ('khristianskaya politika'), which he developed at the beginning of the 1880s and to which he remained faithful until the end of his life. I am of the opinion that the key to understanding Solov'yev's discourse on Christian politics is to conceive of it as a call for a religious 'basic attitude' (Grundhaltung) based on love which is characterised by openness and solidarity and expressed in free, conscious and autonomous commitment and service. According to this definition, Christian politics is first and foremost a specific attitude, rather than a political programme, a social utopia, or a theoretical position as other students of Solov'yev have argued. Furthermore, this working definition, which I shall employ in this paper, encompasses the various definitions and statements made about Christian politics by Solov'yev, which, as I shall argue, all presuppose or hint at a religious 'basic attitude'. To suggest that the decline of Soviet 'real existing socialism' has left a host of unresolved problems in its wake is an opinion that few Western or post-Soviet scholars would argue with. Still, it is striking that, despite the collapse of a system based on ideas, 'ideas' as such continue to occupy a central place in post-Soviet culture. As before, for social groups, whether it be the 'liberal intelligentsia' or the 'post-Soviet Russian nation', ideas are crucial to endeavours at self determination and self perception. The sticking point, however, is that while certain key ideas fixed during the Soviet period have today mostly been discredited, they nevertheless beg to be accounted for as part of a lingering Soviet heritage. Moreover, it is a heritage which is complicated by its own unavowed endebtedness to traditional Russian values and practices. It is precisely this difficult task of reassessing, and recalibrating, 'ideas in Russia' in a period of intense, yet still open-ended reevalution that has provided the major guidelines for the authors of this current lexicon. Their announced goal is not to give an authoritive 'objective' interpretation of 'ideas', but rather to bring to view the multiple, and sometimes conflicting modern day perspectives, both in the West and in post-Soviet Russia, on Soviet and pre-Revolutionary intellectual and socio-cultural traditions. Europe is the number one tourism destination in the world and, in Japan, inbound tourism is rapidly increasing. However, when it comes to religious heritage, the mere sale of a spot through advertising and the visual consumption of its beauty by visitors is a questionable strategy. Rather, we need a deeper understanding and sense of place -including tourism ethics and sustainable development concepts. This study has selected two outstanding religious sites as case studies: the Ise Grand Shrine in Japan and the Stift Klosterneuburg monastery in Austria. By conducting and recording interviews with leading staff and associated stakeholders, the author obtained considerable insights into current affairs regarding tourism at religious spots in diverse cultural environments. Results so far show that both sites are still preserving their religious tradition while increasingly opening up to (international) tourists as well. Similarity exists in the welcoming of visitors and consideration of their religious affinities. Differences exist regarding the geographical choice of location of religious sites and the nature of certain religious customs and rules. Further research is needed to examine how tourists can deepen their spiritual understanding of the respective sites.

The purpose of learning mathematics is to change the performance of each student in the cognitive, affective and psychomotor domains. One part of the cognitive domain that is needed when studying mathematics is understanding concepts. reiterated the notion that conceptual understanding is very important in solving mathematical and contextual problems. Based on the results of a preliminary study conducted by researchers at SMPN 1 Krian, information was obtained that students' conceptual understanding was still low, judging from the average daily test results for number pattern material below the KKM. The type of research used in this research is qualitative research. This research was conducted at SMPN 1 Krian. The subjects in this study were two class VIII students of SMPN 1 Krian who had the highest and lowest test results. The data analysis method used in this study consisted of data reduction, data reclassification, and drawing conclusions. The result of this research is that the high subject fulfills the four indicators of understanding the concept which consists of restating a concept, classifying the types of number patterns, applying the concept into a mathematical representation, and selecting certain procedures from a concept. Meanwhile, the low subject did not meet two indicators, namely restating a concept, three indicators fulfilled but not perfect which consisted of classifying the types of number patterns, applying concepts into mathematical representations, and selecting certain procedures from a concept.

Background The African continent has the highest burden of HIV and AIDS, with its response to HIV and AIDS largely donor supported. However, in the face of declining donor support, alternative ways to sustainably support HIV and AIDS responses in Africa are paramount. This systematic review explores the willingness to pay (WTP) for HIV services in Africa as a potentially more sustainable HIV and AIDS service cost recovery approach. Methods A comprehensive systematic search for literature was conducted in PubMed, EMBASE, Web of Science, and CINAHL and websites of HIV and AIDS organisations for studies published until 30 June 2023. Rape is a weapon of war. This now common claim reveals wartime sexual violence as a social act marked by gendered power. But this consensus also obscures important, and frequently unacknowledged, differences in ways of understanding and explaining it. This article opens these differences to analysis. It interprets feminist accounts of wartime sexual violence in terms of modes of critical explanation and differentiates three modes – of instrumentality, unreason and mythology – which implicitly structure different understandings of how rape might be a weapon of war. These modes shape political and ethical projects and so impact not only on questions of scholarly content but also on the ways in which we attempt to mitigate and abolish war rape. Exposing these disagreements opens up new possibilities for the analysis of war rape.

Introduction: One of the important elements influencing the well-being of society is a highly educated, professional staff of the entire therapeutic team. Physiotherapists play a significant role in this team, which is why the higher education system is expected to make efforts to develop optimal education programs, including the development of practical skills. The purpose of this article is to present the Healint4All project, whose mission is to facilitate international internships for students of physiotherapy and other medical professions, which will allow high-class professionals in the healthcare sector to enter the job market. A step-by-step process of creating a protocol for auditing places of clinical practice was prepared. Virtual, interactive teaching resources were developed to prepare auditors. A literature analysis, focus interviews in groups of academic teachers, practitioners, and students. A pilot study of the protocol in live environments was conducted. Results: Both potential auditees (medical institutions) and auditors (universities) positively assessed the newly created tool. The recommendations included paying attention to transparency, simplicity, and linguistic correctness in all language versions of the protocol. It was suggested that the protocol, containing everything useful, should not be too long and would not burden the user with time. In the opinion of students and experts who evaluated the Healint4All protocol, it will contribute to increasing the supply and quality of international placements offered by healthcare organizations throughout Europe, as well as simplifying the processes involved in organizing these for students, educational institutions, and healthcare organizations.

This research aims to explore the potential application of AIbased techniques in the introduction of design representation during first-year education. Specifically, the study examines the integration of traditional representation techniques used in design education with AI algorithms through an assignment implemented in a course namely Visual Communication 1. This course is part of the Integrated Foundation Studio (IFC) model, which has been implemented at Istanbul Technical University, Faculty of Architecture for the past 8 years. The assignment was completed by 64 students from three different departments (architecture, interior architecture, industrial design) who were all freshmen with little prior knowledge and experience in design representation and digital tools. The assignment has three steps as: (i) creating a composition with basic solids and producing an isometric projection of the composition by hand drawing, (ii) generating a series of images by using an AI-based tool Midjourney by defining keywords, and (iii) combining the previous two productions using various techniques. As a result of this assignment, 50 out of 64 students produced and submitted their personalized and unique design representations. The outcomes of the assignment are qualitatively evaluated under two main categories as Combining Techniques and Atmospheric Elements. While the first main category Combining Techniques refers to types of used modification and visualization techniques, Atmospheric Elements deals with texture, color, and forms derived from AI-generated images. Initial findings indicate that text-to-image techniques of AI contribute to enhancing the interpretation and composition skills of freshmen while producing new visual representations by making use of source images and technical drawings.

Internships, practica, and field experiences have been touted as essential to prepare effective school leaders. Borrowed from the field of medicine, educational leadership internships are intended to help practitioners gain experience near the completion of their formal preparation (Milstein, Bobroff, & Restine, 1991). Over the years, a variety of internship formats have evolved, but research has not kept pace. This research gap suggests an urgent need to address whether and how field experiences provide the time, rigor, or relevance needed to influence aspirant leaders’ actions and attitudes.

The ability to understand and frame problems encountered in practice is a critical skill for school leaders. This paper reports on a study that inquired about the teaching and learning of problem-framing skills in the Prospective Principals Program at Stanford University, a preparation program for school administrators that relies on problem-based learning (PBL) strategies for 40 percent of the curriculum. A literature-based definition of problem-framing ability is developed, and a theoretical rationale for the study is introduced. Incorporating the use of a quasi-experimental study design, the program-framing skills in three successive student cohorts, with graduated levels of exposure to the PBL, are assessed. Analysis reveals that all three cohorts differ significantly in problem-framing ability, associated with their level of exposure to PBL. Qualitative data, collected through a series of student interviews, support the quantitative findings. Problem-based learning experiences are instrumental for developing prospective principals' ability to frame problems in practice. Finally, the paper discusses the implications of the findings for instructional practice and explores ideas for possible future research on the use of problem-based learning in administrator preparation. The Collaborative is a partnership of the Small Schools Project, the Coalition of Essential Schools Northwest Center, and the National School Reform Faculty. This report is based on observations from the first year of a three-year study of redesigned small high schools in Washington State. The statements and opinions of interviewees quoted in this report represent the general tenor of the comments heard by the researchers. We welcome comments and suggestions to this report; we are eager to learn from the experiences of other high schools and technical assistance providers engaged in similar work.

In recent years, midsized to large school district central offices across the country have begun to undertake challenging initiatives to reinvent themselves to more intentionally support learning for all students districtwide. These learning-and equity-focused efforts build on decades of research showing that learning improvements fail to penetrate the majority of schools in a district without substantial central office support for various changes throughout district systems. What do research and experience teach about the dimensions of central office reinvention that seem to matter for expanding student learning? How can central office administrators participate productively in the reinvention process? In pursuing these questions, we quickly found that the practice of central office reinvention efforts outstrips research. To be sure, in recent years a number of districts have attempted to take on key leadership roles in learning improvement through various discrete initiatives such as curriculum reform, new human resources strategies, and accountability efforts. But wholesale central office reinvention-efforts to fundamentally shift how the entire district central office operates as an institution-are still in their infancy

The Wallace-Reader's Digest Funds, through its LEADERS Count initiative, are promoting a national movement to improve educational leadership to support learning, especially in high-need areas. Using a variety of programmatic, communications, and research strategies and working with a select number of states and districts, the Funds are supporting work aimed at: increasing the pool of quality candidates for leadership; strengthening the abilities of superintendents and principals to improve student learning; and creating more supportive working conditions for education leaders to succeed. As part of the initiative, the Funds commissioned CTP to develop this conceptual framework linking leadership and learning.

This article discusses why climate change is a major concern for European citizens and how centre-right political parties must address and re-evaluate this topic. Along with developing a new approach to effectively communicating issues regarding climate change, it gives an overview of the communication challenges, the growing awareness of climate change and the importance of meeting citizens' expectations, as well as the risks and consequences of not acting. This article suggests tangible solutions for how political agents can communicate effectively with their audiences.

Sin embargo, para el caso de Costa Rica, la presencia o no de las élites locales no incide en gran medida en la participación de las personas en los procesos electorales de cara a la elección de las autoridades municipales. Es posible observar en Costa Rica tres tipos de élites asociadas a los partidos políticos: las que dependen de las estructuras partidarias nacionales, aquellas que son nuevas y se consolidan a través de partidos cantonales y las que, al ser desplazadas de sus partidos, recurren a otros para mantenerse. Chapter 1 examines the context of the church and community, develops the goal for completing the project, and posits the philosophy of ministry and rationale for the project. CHAPTER 1 fully functional small groups employing a sermon-based small group curriculum to be operational no later than October 2015. The second goal was to provide a framework of biblical community that facilitated an understanding of why the implementation of a sermon-based curriculum was the most effective means of members experiencing holistic learning. This goal was met through a six-week preaching series. As a matter of practice email notifications were sent on a weekly basis to members to increase awareness. Members were asked to place special emphasis on attempting to be present as much as possible during this six-week series. The measurement of what participant understood regarding holistic learning was revealed through the completion of the post-survey. This goal of holistic learning was deemed successful by an increase in those gaining the framework information, as indicated in the post survey. The third goal was to equip small group leaders to lead their small group to engage the sermon holistically. This goal was met through a six-week training course, and the effectiveness of this training was measured via an online survey of the small group leaders. Training covered a series of "one another" concepts found throughout the Holy Writ. The one another topics were (1) Love One Another, (2) Forgive One Another, (3) Serve One Another, (4) Submit to One Another, (5) Encourage One Another and ( ) Encourage One Another. The first week was titled "You are not on an Island." The purpose of lesson 1 was to foster an atmosphere where small group leaders are not seen as isolationists who are left to fretter on their own but are part of a community empowered by the Holy Spirit to make disciples. The sale of drugs at retail in the suburbs, is transformed and has effects on the daily lives of the inhabitants of the new subdivisions. This actual job of applied research, aims to present part of the diagnosis and development of agreements that brings participatory methodology of the Neighborhood Strategic Plan (ENP) developed in 2011, linking the empowerment of various actors and natural or elected leaders, modifying the deteriorated conditions of the sector through successful management of support and equipment, which has had a fast and effective impact to enroll in the proposed development of the municipal government, to define mechanisms for citizens to be responsible with government action, which strengthens governance and social improvement. The applied methodology is based on perceptual proactive diagnostics, development of popular consultation workshops, emblematic action of participants, the delivery of the Neighborhood Strategic Plan to the Mayor and community work-shop followed for one year.

Tahun 2023 ini Kurikulum merdeka telah mulai diimplementasikan di sekolah-sekolah. Sekalipun dalam penerapannya masih muncul banyak kendala. Kemendikbudristek mengeluarkan kebijakan terkait penggunaan Platform Merdeka Mengajar (PMM) sebagai sarana yang mampu mendukung dan memfasilitasi para guru dalam persiapan penerapan kurikulum merdeka. Penelian ini bertujuan untuk mengetahui pengaruh penggunaan Platform Merdeka Mengajar (PMM) terhadap kesiapan guru dalam implementasi kurikulum merdeka di lingkungan gugus gatot subroto Kecamatan Ungaran Timur, Kabupaten Semarang. Metode penelitian yang digunakan adalah penelitian kuantitatif dengan desain penelitian survey. Populasi penelitian ini adalah semua guru kelas dan guru mapel yang ada di sekolah yang tergabung dalam gugus Gatot Subroto Korwilcam Bidang Pendidikan Kecamatan Ungaran Timur yang berjumlah 68 orang. Sample dipilih secara purposive sampling dengan ukuran sample 24 guru. Penelitian ini dilakukan pada bulan Mei 2023 di gugus Gatot Subroto Kecamatan Ungaran Timur, Kabupaten Semarang. Teknik pengumpulan data dengan angket dan dokumentasi. Hasil dari perhitungan korelasi secara simultan sebesar 2,389 yang dengan taraf signifikansi 0,05 sebesar 0,136 hal ini menunjukkan bahwa tidak ada pengaruh yang signifikan dalam penggunaan Platform Merdeka Mengajar (PMM) terhadap kesiapan guru dalam implementasi kurikulum merdeka.

This article argues that Hannah Arendt’s controversial essay “Reflections on Little Rock,” when situated within her analysis of Jewish assimilation, has an astute insight: racial integration and the decrease of the racial gaps in material inequality, without taking seriously the political project of building a world in common, only intensify racism in racist polities. This occurs because attempts to extend formal equality to the racially dominated give rise to the rule of racial common sense, a result of a clash between the political structures of equality and the racial inequality practiced in quotidian interracial exchanges occurring in civil society. Though Arendt’s work on racism echoes criticisms of racial integration leveled by racial realist and pessimistic accounts of the Civil Rights struggle, her work points to a more expansive practice of “the political” that calls for the institutional (re)design of formal politics as an important strategy against racism.

Permettez-moi, avant tout, d'adresser mes remerciements aux organisateurs des ateliers Schuman 2012, en particulier à mon professeur Olivier Delas. Même si la sensibilité du sujet qui m'a été confié laisse une part d'émotion notamment chez un Haïtien, je suis très heureux d'être invité à traiter d'un thème qui présente un grand intérêt pour ces rencontres sur les vingt ans de l'Union européenne (UE). Cet intérêt est révélé, entre autres, par l'ampleur que prend l'action humanitaire de l'Union dans le monde et par l'actualité marquée par la crise qui frappe Haïti depuis le séisme du 12 janvier 2010 et qui, si les choses demeuraient inchangées, risquerait de défier la communauté internationale tout entière dans le domaine de la coopération humanitaire. Tout en mettant en relief la contribution de l'UE au développement du droit international et les avancées de l'organisation au titre de l'aide humanitaire qu'elle fournit, le présent texte mise sur les défis auxquels l'Union fait face dans des contextes de crise complexe, surtout dans des situations autres que de conflits armés 1 , comme celle d'Haïti, où l'Union doit composer avec d'autres facteurs entraînant un réseau d'interdépendance des actions à entreprendre. Mais, à titre liminaire, il faut considérer la question du sens de « l'action humanitaire ». Sur ce point, la lecture du Règlement nº 1257/96 du Conseil concernant l'aide humanitaire 2 montre que l'UE utilise les expressions « aide humanitaire » et « action d'aide humanitaire » pour désigner, soit le contenu de ce que fait l'Union suite à des crises engendrées par des catastrophes naturelles ou provoquées par l'homme, soit les objectifs visés par les actions entreprises 3 . Cette contribution présente l’essentiel des réflexions interdisciplinaires présentées sur la question de savoir si l’Union peut faire l’économie du modèle fédéral lors de la table ronde des experts ayant réuni, le 28 avril 2017 à l’Université Laval, des panélistes de différents horizons lors du colloque international sur l’Union européenne - 60 ans du traité de Rome : “tous les chemins mènent-ils encore à Bruxelles?”. La présente contribution montre que si la Convention européenne des droits de l’homme a contribué à l’encadrement de l’administration de la justice militaire sous l’influence de la promotion de l’État de droit en droit international, il reste du chemin à parcourir dans ce domaine. En effet, l’article 6 de la Convention permet à la Cour d’assurer le respect du droit au juge qui cherche un équilibre entre la souveraineté de l’État d’une part, et la protection des droits et libertés des justiciables, d’autre part. Trouvant un écho dans l’action d’autres organes du Conseil de l’Europe et au-delà, la jurisprudence de la Cour montre une double dynamique d’humanisation et de civilisation de la justice militaire devant offrir des garanties d’indépendance et d’impartialité.
