The espoo.fi website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and the exemptions listed below.

The content listed below is non-accessible for the following reason(s):

Non-compliance with the Act on the provision of digital services 306/2019

• Contrast: The site has contrast issues. For example, the focus indicator is not sufficiently visible, the contrast between the text and background is insufficient, or a button cannot be distinguished from the background. (WCAG 1.4.1 Use of Colour, 1.4.3 Contrast (Minimum), 1.4.11 Non-text Contrast)
• Focus Visible: Some buttons or links do not have a focus indicator. (WCAG 2.4.7 Focus Visible)
• Alignment of modals: The site features modals that do not automatically switch the focus to the content upon being opened. The focus can also be shifted from the modal contact to background content. (WCAG 2.4.3 Focus Order)
• Button operation: Some buttons cannot be focused when using a keyboard. The buttons may lack name and role details or they may be unclear. A button’s visible label may deviate from the accessible label. (WCAG 2.1.1 Keyboard, 2.5.3 Label in Name, 3.3.2 Labels or Instructions, 4.1.2 Name, Role, Value)
• Focus order: The focus order of some parts of the site is not logical. Some visually hidden elements can be focused when using a keyboard or assistive technology. After clicking certain buttons, the focus may shift to an unexpected area of the page or not shift as expected. (WCAG 1.3.1 Info and Relationships, 2.4.3 Focus Order)
• Reflow and text size: Some of the page functions cannot be browsed in a narrow view. The page features text that is not fully visible on displays of a certain size or that may be particularly difficult to read. (WCAG 1.3.1 Info and Relationships, 1.4.4 Resize text, 1.4.10 Reflow)
• Content change notification: All changes to the content are not indicated to the assistive technology automatically. Some notifications may be unclear. (WCAG 1.3.1 Info and Relationships, 4.1.3 Status Messages)
• Content grouping: Some visually grouped pieces of content have not been grouped on a technological level. (WCAG 1.3.1 Info and Relationships)
• Link texts: The site features link texts that do not describe the link target sufficiently well or that have been added in URL format. Some image links include text that have not been added to the accessible name. Image links may lack the accessible text entirely, or it may be unclear. (WCAG 1.1.1 Non-text Content, 2.4.4 Link Purpose (In Context), 2.5.3 Label in Name, 4.1.2 Name, Role, Value)
• Tables: Some tables do not have column headings. (WCAG 1.3.1 Info and Relationships)
• Page language: The page features texts for which correct language settings have not been specified, or the settings have not been translated to match the site language. (WCAG 3.1.2 Language of Parts)
• Text fields: The label visible in some text feed fields does not match the accessible label. Some fields have no visible label. Some fields have deficient labels. (WCAG 1.3.1 Info and Relationships, 2.5.3 Label in Name, 4.1.2 Name, Role, Value)
• Content formatting: The site features content with visual information that does not match the technical information. For example, individual buttons have been marked as lists, paragraphs that have been visually formatted as lists are not technically marked as lists, paragraph breaks have been entered with line breaks, and the heading text has not been formatted as a heading. • Automatic content update Some functions update the content automatically without user confirmation. (WCAG 3.2.2 Feed)
• Required fields of the form: Some forms do not clarify the meaning of the asterisk. (WCAG 3.3.2 Labels or Instructions)
• Headings: Some pages may features multiple main level headings. The site features empty headings. (WCAG 1.3.1 Info and Relationships)
• Images representing text: Information on images containing text is not always available in accessible format. (WCAG 1.4.5 Images of Text)
• Navigation: Some pages have a deficient breadcrumb trail. (WCAG 3.1.3 Consistent Navigation)

The content is not within the scope of the applicable legislation

• The site features embedded maps and PDF maps that have not been developed to be accessible because the applicable law (Act on the Provision of Digital Services 306/2019) does not cover map services.
• The service contains videos that lack captions or audio description. According to law, audio and video content published before 23 September 2020 does not need to be retroactively made accessible or removed from the website (WCAG 1.2.2. Captions (Prerecorded), 1.2.3 Audio Description or Media Alternative (Prerecorded), 1.2.5 Audio Description (Prerecorded)).
